Once the girl reaches the age of puberty she would have to cover in front of her adopted father, as he is not mahram to her and the rulings of all non-mahrams will apply. As such, she will not be permitted to be alone with him, nor touch him, etc.
Because there is no blood/milk relationship between the adopted father and daughter, he is not her mahram and thus cannot be her mahram for Hajj.
