Charity is a means of getting the pleasure, particular concern (`inaya), and mercy of Allah. As such, it is generally recommended to give in charity before embarking on anything of consequence. This is not strictly speaking necessary, however. It is important to remember that what Allah seeks from us, above all, is hearts that turn to him in need, submission, love, and longing. Outward actions are a means to this, and not an end to themselves. Like Ibn Ata'illah said, "Actions are but lifeless forms. Their soul is the secret of sincerity in them."
Charity is given to those who deserve it: the needy.
